Sinocalan River, storm surge flood parts of Dagupan
SUSPENSION of classes at all levels was extended in Dagupan City on November 19, a day after Typhoon Pepito (international name: Man-yi) exited the country, as water from the swollen Sinocalan River in Sta. Barbara and Benguet from Upland were still cascading.
Acting-Mayor Bryan Kua, in his Executive Order No. 53, called for the suspension, citing the potential impact of flooding in downstream barangays, which were also affected by high tide, dam releases, and rainfall.
As of 4:00 a.m. on November 19, the water level at the Sinocalan River was above the critical level of 7.4 meters and was still rising, affecting downstream communities in Dagupan and neighboring Calasiao.
Some communities and roads in Dagupan were submerged due to more than three hours of rain dumped by Typhoon Pepito on the night of November 17.
A storm surge also battered Barangays Bonuan Gueset, Bonuan Binloc, Pugaro-Suit, Salapingao, Calmay, Poblacion Oeste, Poblacion 1.
Residents said as of Tuesday morning, murky water coming most likely from the Sinocalan River, through the Pantal River, was flowing to their communities. (Leonardo Micua)
