Another Dagupan council session lacked quorum
ANOTHER regular session of the Dagupan Sangguniang Panlungsod, scheduled on October 29, was adjourned for lack of quorum as the seven-member majority bloc could not meet the minimum attendance with Councilor Irene Lim-Acosta still in China while the five members of the minority were all on official leave.
Vice Mayor and SP Presiding Officer Bryan Kua was on leave before he assumed as acting mayor while Mayor Belen Fernandez was in South Korea on an official trip.
The previous week’s regular session also lacked quorum as the seven majority councilors were either on leave or just failed to attend.
Last Tuesday, Councilor Alfie Fernandez acted as acting presiding officer while present were Councilors Librada Reyna-Macalanda, Redford Erfe-Mejia, Alvin Coquia, Celia Lim and Marilou Fernandez.
Councilor Irene Lim-Acosta wanted to join through online attendance but her participation could not be officially registered as the official Zoom account of the SP has yet to be reconnected.
On official leave were Councilors Michael Fernandez, Jeslito Seen, Dennis Canto, Marcelino Fernandez and Bradley Benavides.
Kua, in an earlier ruling, had prohibited participation by any councilor overseas.
Erfe-Mejia still insisted on the younger Lim’s participation and took to task City Secretary Ryan Ravanzo over the Zoom account situation.
Ravanzo explained that the annual P33,000 annual fee was already paid to a third party company, but US-based Zoom Video Communications, Inc. had appointed a different one and negotiations are ongoing for the restoration of the SP account. (Leonardo Micua)
