SP majority delays another authorization for MBTF
THE minority at the Dagupan Sangguniang Panlungsod called out the majority bloc anew for sitting on a draft resolution authorizing Mayor Belen Fernandez to sign a Memorandum of Agreement on behalf of the city with the Department of Human Settlement and Urban Development (DHSUD) for the implementation of the Pabahay ng Dagupan project.
Councilor and Minority Floor Leader Michael Fernandez said despite the issuance by the mayor of a certificate of urgency for the passage of Draft Resolution R-6420, the majority bloc continues to ignore it by refusing to conduct a committee hearing.
The resolution was filed by Fernandez and Councilors Jeslito Seen, Dennis Canto, Marcelino Fernandez and Bradley Benavides more than 30 days ago.
In a privilege speech, the minority leader said City Secretary Ryan Ravanzo had certified that the Draft Resolution R-6420 was calendared, approved for first reading and referred by Vice Mayor and SP Presiding Officer Bryan Kua to proper committees on September 17, 2024.
After its referral, no action was taken by the majority bloc until Councilor Fernandez raised the issue shortly after he joined a Housing Fair at CSI Stadia attended by the regional director of the DHSUD, where he was reminded of the need for the authorization to get the project moving.
It was only during the October 22 session of the SP when the majority bloc finally set a committee hearing on the resolution for October 29, with officials from the DHSUD and the mayor’s and city engineer’s office invited as resource speakers.
The planned housing project will be built by DHSUD under the National Pabahay Program ng Bagong Pilipinas of President Ferdinand Marcos Jr.
Mayor Fernandez said the project intended for city government employees, teachers, and policemen who still do not own a house will be built on a city government-owned lot in Barangay Bonuan Boquig. (Leonardo Micua)
Dagupan SP majority to probe traffic gridlock
THE majority bloc in the Dagupan Sangguniang Panlungsod will probe this week the seeming all-day traffic gridlock that worsens during rush hours at the intersection of M.H. Del Pilar, Perez Boulevard and Mayombo Road.
Councilor Redford Erfe-Mejia invited the Pangasinan District Engineer Edita Manuel, Dagupan City Engineer Josephine, chief of the Public Order and Safety Office Arvin Delano, contractors of the Department of Public Works and Highways (DPWH) undertaking the road elevation and widening of drainage system in that stretch, and other stakeholders to the public hearing on the matter at the SP session hall.
The public hearing, to be spearheaded by the SP committee on public works headed by Councilor Alvin Coquia, stems from numerous complaints from motorists and the riding public of the unusual traffic build-up starting from the western end of the Magsaysay Bridge up to the intersection of M.H.del Pilar, Perez Boulevard and Mayombo Road.
The congestion stems from the ongoing road and drainage works.
Meanwhile, the flood mitigation project from the foot of the pedestrian overpass up to the front of YMCA, all along the way to Perez Boulevard, is proceeding well according to plans.
Mayor Belen Fernandez said the project seeks to finally end the perennial flooding at the intersection of Burgos Street, Perez Boulevard and Tapuac Road, which normally occurs during prolonged heavy rains and high tide. (Leonardo Micua)
