MAYOR Belen Fernandez vetoed the Dagupan City’s Sangguniang Panlungsod’s approved ordinance providing an additional P3,000 honorarium to each member of the Sangguniang Kabataan (SK) per the Department of Budget and Management (DBM) guidelines.

Ordinance No. 2287-2024 authored and passed by the seven majority councilors, and without any amendment nor objection from the minority members, would have benefitted the SK chairs, kagawads, secretaries, and treasurers.

DBM’s Local Budget Circular No. 148-2024, however, states in part: “In no case shall the grant of additional honorarium to SK officials result in a situation where the total honoraria to be received by the SK officials will be more than the amount of honorarium being received by the barangay officials of the mother barangay of the SK.”

Fernandez said the proposed allowance for youth officials exceeded the DBM threshold, particularly in relation to the honorium of kagawads of Barangay Lomboy, the smallest barangay in Dagupan.

Councilor Redford Erfe-Mejia, author of the vetoed ordinance, said he is refiling the ordinance with adjustments next week. (Leonardo Micua)
