MBTF laughs off SP majority’s that it was not invited to SOCA
ALL seven members of the majority in the Dagupan City council were invited like the rest to listen to the State of the City Address (SOCA) of Mayor Belen Fernandez at CSI Stadia last July 3.
This was bared by Fernandez herself in her Facebook account and laughed in responding to the complaint of the seven majority councilors raised during their regular session last July 9 that they were not invited to the SOCA of the mayor.
The majority councilors bemoaned not having been invited to special session of the Manlinkor ya Malangwer upon noting the copies of the SOCA of the mayor attached to the agenda of the SP regular session last July 9.
“Invited kayong pito, kahit panay kontra and ginagawa ninyo,” exclaimed Fernandez on her Facebook account.
The invitation to the SOCA was extended to the SP and not to individual councilors, and was coursed through the secretariat.
Reacting to the complaint of the seven majority councilors that they were not invited to listen to the mayor’s SOCA, former Councilor Luis Samson Jr., posted: “Whether invited or not, it is your duty as members of the legislative body to attend the SOCA of the executive branch for you to know where Dagupan is going if you love the city.”
A sharp exchange between Councilors Jeslito Seen and Redford Erfe-Mejia ensued when the seven majority councilors expressed their sentiments even after the SP secretariat admitted receiving the invitation for such activity.
Citing Section 455 of the Local Government Code as the reason for the delivery of the State of the City Address, Seen said he and fellow minority councilors, including Vice Mayor Bryan Kua, attended the SOCA because it was their duty to do so.
However, a number of the majority still pointed out that the submission of the copy of the SOCA to the Sanggunian is already sufficient and is already in compliance with the requirement of the Local Government Code. (Leonardo Micua)
