Drug rehab center removes DOH, R1MC seals

THE official seals of the Department of Health (DOH) and the Region 1 Medical Center (R1MC) were summarily removed from the Drug Treatment and Rehabilitation Center (DTRC) located in Barangay Bonuan Binloc in Dagupan City.

The surprise action taken by Dr. Rosalina N. Caoeli, acting DTRC director, did not sit well with Dr. Joseph Roland Mejia, R1MC  director who said he plans to file a case against her.

In an interview with Mejia on Wednesday, June 26, he said the removal of DOH and R1MC seals were unauthorized and improper necessitating legal action against the DOH Central Office.

The DTRC was established during the administration of former President Gloria Arroyo and the first term of Secretary Francisco Duque.

Mejia clarified that the seal was an integral part of the DTRC Wall’s construction program. The R1MC asserts ownership of the land where the DTRC stands.

Previous directors reportedly refrained from tampering with the seals, acknowledging that the land did not belong to DOH.

Mejia further cited a series of complaints against Dr. Caoeli’s management of the DTRC.

Allegations include a lack of transparency and questionable practices related to the well-being of clients and inmates, some of whom lost their lives.

He added that the R1MC only became aware of these issues when families of patients raised concerns.  (Ahikam Pasion)
