DPWH differs with CEO on new elevation project

ELEVATION of the road from Dagupan City National High School to YMCA, Nazareth General Hospital is suspended because of discrepancy in data between the Department of Public Works and Highways (DPWH) and the Dagupan City Engineering Office (CEO).
This was revealed by Mayor Belen Fernandez as she called DPWH and CEO to an urgent meeting to reconcile differences in measurements of the height of the road and drainage system in flood-prone YMCA along Burgos Street to Nazareth General Hospital (NGH) on Perez Boulevard and from YMCA to the Dagupan City National High School.
Mayor Fernandez, in an interview over station DWIZ on June 19, said the DPWH wants the road elevation in front of YMCA be elevated to 1.2 meters, but the City Engineering Office’s plan is only for .06 meter.
The mayor said she cannot agree with DPWH’s road elevation plan because it does not include the drainage system which will likely increase by two to three inches.
She said Perez Boulevard from YMCA to NGH must be elevated per the CEO data.
Other discrepancies:
- DPWH wants 1 meter high road in front of Union Bank but CEO says 0.4 meter high only.
- DPWH wants 0.8 meters elevation in front of the Dagupan City High School while CEO says 0.6 meter.
Fernandez pointed out if the data of DPWH is followed, most of the downtown areas will be submerged during the flood season.
The plan of both agencies is to convey the floodwaters from YMCA and DCNHS to the Pantal River through Nazareth General Hospital.
Meanwhile, she said funding for the elevation of road and drainage canals for the DCNHS, YMCA to Nazareth General Hospital and from YMCA to DCNHS is already available in the General Appropriations Act of 2023. (Leonardo Micua)
