2024 AIP revised to include minority dads as co-authors

IN the spirit of unity, both the majority and the minority blocs in the Sangguniang Panlungsod agreed to revise  Resolution No. 8129-2024 approving the 2024 Annual Investment Program (AIP) of Dagupan in the amount of P2.018 billion restating that the authorship and approval was unanimous, and not by the majority alone.

Records showed that only the majority members were cited as the sole authors of the resolution that was filed by the councilors in the minority.

Minority Leader Michael Fernandez clarified that it was the minority bloc composed of himself, Jeslito Seen, Dennis Canto, Marcelino Fernandez and then Councilor and Sangguniang Kabataan Federation president Joshua Bugayong, who filed the resolution seeking approval of the AIP when it was calendared for first reading.

But when the measure was finally passed after weeks of committee hearings, authorship of the same went to the majority bloc composed of Redford Erfe-Mejia, Librada Reyna-Macalanda, Alvin Coquia, Marilou Fernandez, Celia Lim, Alfie Fernandez and Irene Lim-Acosta, even if they had not changed any word of the AIP from the original draft.

During the recess declared by Vice Mayor and Presiding Officer Bryan Kua, Councilors Michael and Alfie Fernandez,  chairperson on rules and procedure, had a huddle and an agreement was reached to amend the records to indicate that the 2024 AIP was authored by all 12 councilors.

Councilor Alfie Fernandez said: “In the spirit of unity, we in the majority, are willing to share it with the minority”, declaring that the entire membership of the sanggunian will be authors of the resolution.

In response, Minority Leader Fernandez said: I”n behalf of the minority composed of Councilors Seen, Canto, Marcelino Fernandez, Bradley Benavides and this representation we accept”. (Leonardo Micua)
