BJMP Dagupan warden belies congestion in facility

THE Bureau of Jail Management and Penology in Dagupan City belied reports that the city jail is overly congested with Persons Deprived of Liberty (PDLs).

BJMP-Dagupan City jail Warden Roque Constantino Sison III said the number of detainees at the BJMP-Dagupan City, in fact, was already reduced by almost half, from 1,400 PDLs in the Male Dormitory, there are now only 670 as of December 2023.

In an interview Thursday, December 14, Sison said most PDLs in the BJMP-Dagupan City are facing drug-related cases, but because of several legal remedies being offered, many were able to leave the facility.

Among the legal remedies is the plea bargaining agreement that allows the PDL to be released after pleading guilty for a lesser offense.

Meanwhile, Sison said the BJMP is eyeing a collaboration with some universities in the city to enable PDLs to  have access to tertiary education despite being detained in jail using blended learning methods.

BJMP-Dagupan already has 10 scholars being assisted by the Dagupan City government.

Sison said soon as the collaboration with the Dagupan universities is formalized and approved, the BJMP-Dagupan will appeal to the city government to provide more slots for the scholarship program.
