Public hearing on DPWH projects in Dagupan resumes
THE committee on infrastructure of Dagupan Sangguniang Panlungsod headed by Councilor Alvin Coquia will resume its public hearing on the ongoing construction of elevated drainage system of the Department of Public Works and Highways (DPWH) along Arellano Street and A.B. Fernandez Avenue East on Tuesday (August 15).
Coquia, a member of the seven-man majority in the Dagupan SP, said the public hearing will be conducted jointly with the Committee on Transportation because of daily heavy traffic bottleneck caused by the construction.
He directed City Secretary Ryan Ravanzo to invite the same resource persons that attended the first public hearing last July 18, specifically OIC City Engineer Josephine Corpuz who failed to attend.
Also invited to the committee hearing are heads or representatives of DCWD-Pamana, Dagupan Electric Corporation and Philippine Long Distance Company.
Councilor Redford Erfe-Mejia also asked that the head of the City Disaster Risk Reduction and Management Office and department heads involved in relief goods distribution be invited for a post evaluation briefing.
Coquia said the next hearing will try to determine if the ongoing construction is the right solution to frequent flooding in Dagupan City, the latest of which flooded all the 31 barangays of Dagupan for several days.
Since the committee, he said, has no idea about the ongoing construction along A.B. Fernandez Avenue and Arellano Street, can adopt the necessary legislative measures needed to help in the implementation of the DPWH project.
Coquia invited the 5 councilors in the minority to join the public hearing, however, Councilor and Minority Floor Leader Michael Fernandez begged off and will simply await the recommendations of the two committees to the plenary for discussion. (Leonardo Micua)
