College engineering deans, key members of new flood commission
TWO leading members of the new Flood Mitigation Commission (FMC) are deans of colleges of engineering of two of the four universities of Dagupan, according to Mayor Belen Fernandez.
They are Dean John Zamora of University of Pangasinan Phinma, and Dean Maximo Magsano of Lyceum-Northwestern University.
Dean Zamora already initially recommended that the city government builds a water reservoir that will gather rainwater before it gradually flows to the Pantal River to which Mayor Fernandez suggested UPang-Phinma to build its own reservoir since it is one of several areas that experience serious flooding during heavy rains.
Fernandez said she will offer similar suggestion to other schools in Dagupan City and help mitigate the flood and protect their student population from the effects of inundation.
Magsano, recently called on her at city hall to give her a copy of his book “A Proposed Flood Resilient City of Dagupan” containing his opinion and important studies on how to best mitigate the floods in Dagupan.
The other members of the new FMC are members of the Philippine Institute of Civil Engineers and four chapters of the United Architects of the Philippines based in Dagupan and Pangasinan, members of the business sector, heads of public utilities, concerned city government officials and others.
