Lingayen Gulf Development Authority proposed by De Venecia
FOURTH District Rep. Christopher de Venecia House Bill No. 10394 seeking creation of the Lingayen Gulf Development Authority prescribing its powers, functions and duties and providing funds thereof, and for other purposes.
Filed on July 27, 2022, it took note of the fact that the Lingayen Gulf is a major fishing ground of Northwestern Luzon and majority of the people in the surrounding towns depend on coastal resources for food, income and employment.
HB 10394 also notes that despite the fact that the Lingayen Gulf is rich in natural resources, the government still lacks a focused and long term plan for the area, as evidenced by the challenges that stakeholders continue to face today.
The bill cited the Lingayen Gulf Coastal Area Management Commission created by virtue of an Executive Order of then President Fidel Ramos in 1994, recognized the need to institutionalize governance framework for the Lingayen Gulf that will respond for the more current needs of the gulf’s stakeholders.
The Lingayen Gulf Authority is proposed to have the following powers:
- To make comprehensive survey of the physical, and natural resources and potentialities of the Lingayen Gulf region;
- To provide the machinery of extending the necessary planning, management and technical assistance to prospective and existing investors in the region;
- To make recommendation to the proper agencies on the peso or dollar financing, technical support, physical assistance and generally the level of priority to be accorded agricultural, industrial and commercial projects, soliciting or requiring direct help from or through government or any of its instrumentalities and others.
As a government corporation, it will be run by a Board of Directors composed of the Executive Secretary, and Secretaries of NEDA, DENR, DA, DTI, the governors of La Union and Pangasinan, representatives of the private sector, and general manager of the authority.
This important bill of local significance to Pangasinan and La Union has been referred to the Government Enterprises and Privatization Committee of the House of Representatives where it is still pending. (Leonardo Micua)
