Dagupan City only had 3 dump trucks for garbage collection
PAST COMPLAINTS OVER SLOW GARBAGE COLLECTION
IF garbage collection in Dagupan City’s barangays had been pitifully slow for the past weeks, it was because the city government only had only two dump trucks that collected garbage from barangays’ material recovery facilities to the dumpsite and only one that hauled wastes from the city’s dump site to Metro Clark Landfill in Capas, Tarlac.
This was confirmed by Camilo Cayabyab, OIC at the city’s General Service Office (GSO) whose records showed only the three were serviceable out of 14 units that were turned over by the past administration to the Fernandez administration last June 30.
He told the Sangguniang Panlungsod (SP) on October 11, another two units were recently repaired and another one is expected to be on road this week.
Cayabyab added that he traced a dump truck in a private repair shop and asked the city legal office to compel the owner to explain the circumstances of the transaction of the past administration why the unit was never returned to the city government.
Councilor Marcelino Fernandez added that the slow collection situation was aggravated by the limited passage to single lane only for light vehicles on Dawel Bridge that was being repaired over the past weeks.
Both Cayabyab and Bernard Cabison, OIC of the waste management division, were invited to the SP to shed light on the complaint of Tapuac Barangay Kapitan Nelson Cuison that the irregular collection of garbage by WMD resulted in the piling up of wastes at Tapuac’s material recovery facility by the Amado-Tapuac road.
Cabison failed to attend despite invitations issued by City Secretary Ryan Ravanzo.
When asked how much fuel budget is left for the serviceable dump trucks of the city, Cayabyab said the balance was only P1.1 million.
For this, Councilor and Minority Floor Leader Michael Fernandez asked the SP to pass the supplemental budget sought by the office of Mayor Belen Fernandez to ensure additional fuel budget not only for the garbage trucks but also for patrol cars and motorcycles of the police and other government vehicles for the remaining days and months of 2022.
