Dagupan SP approves Super Family Health Center site

CONSTRUCTION of a Super Family Health Center is assured after the Sangguniang Panlungsod (SP) passed a resolution assigning a 1,720-square meter lot owned by the city of Dagupan in Barangay Bolosan as site of the proposed project to be funded by the Department of Health at P16 million.

The resolution was jointly filed by Councilors Michael Fernandez, Jeslito Seen, Dennis Canto, Marcelino Fernandez and Joshua Bugayong, all members of the minority, and supported by the chamber’s seven-man majority.

The SP approved the measure after listening to Dr. Eric Sibayan, Medical Office IV of Department of Health in Region 1, who said the SFHC will function as primary health care facility and will perform as a primary clinical laboratory, diagnostic radiologic services, pharmacy, birthing, minor surgical as well as dental services, ambulance services and telemedicine.

It will be manned by a full-time doctor, nurse and a midwife, a dentist, medical technologist, sanitation inspector, information technology officer, records officer, administrative officer, utility worker and ambulance personnel.

It will be equipped with a digital x-ray machine/ or table x-ray machine, Echo Cardiogram machine, ultrasound machine, dental chair with complete accessories and an operating room that will have a surgical lighting.

Dagupan is one of the pilot sites throughout the country of the Universal Health Care Program (UHCP).

According to Sibayan, Dagupan City has a population of 181,932 with only the City Health Office located at Herrero-Perez East as its Primary Health Care Facility. Because of the wide gap between its population and its lone PHCF, Dagupan ought to have eight SFHC from 2023 to 2025.

Sibayan said the DOH is also offering Dagupan, as the pilot site of UHCP, P150 million for the construction of a city hospital but asked the local government to provide the site for the project as its counterpart.

For this, Minority Leader Fernandez (Michael) called on Dagupeños to donate part of their land as possible site of the city Hospital.

Prior to the approval of the measure, the SP authorized Mayor Belen Fernandez to sign in behalf of the city to receive the lot donation from the 1944 Real Estate Corporation and the Vasandani family to serve as access road leading to the site where SFHC will rise. (Leonardo Micua)
