REACTIVATION OF 24/7 CHECKPOINTS SOUGHT

THE return of the tarpaulin canopies that provided shelter to police personnel manning the six entry/exit points of Dagupan City during the pandemic and the 2022 election period  was requested by the city police station after the latter was asked to reactivate and resume its checkpoint operations.

The request was made during the Dagupan Sanggunian Panlungsod regular meeting last week but the latter was at a loss as to who removed the canopies and who’s keeping these today.

Councilor Marcelino Fernandez and his colleagues in the minority asked the police to resume their 24/7 checkpoints because of the need to reinforce health protocols on account of the renewed increase in COVID-19 cases.

He asked P/Major Allan Abuan, deputy chief of police of Dagupan City, if the city police station knew about the removal of the canopies but he disavowed knowing anything about the removal.

Abuan, who represented P/Lt. Colonel Romil Avenido, said policemen are still conducting checkpoints daily but only twice a day in the absence of the canopies that can protect them from the rain and the intense heat during the day.

He said 24/7 checkpoints at all entry/exit points of the city can easily be reactivated with the canopies in place.

This prompted Councilor Fernandez to ask members of the SP on who own these canopies  might have in his or her possession the missing canopies.  No one in the majority also admitted to knowing anything.

Abuan said  the crime rate in Dagupan City, especially those against persons and property have increased ever since the 24/7 police checkpoints were pulled out.

Meanwhile, he said the city police are still enforcing the curfew hours approved by the past city council from 11:00 p.m. to 4:00 a.m. including the ban on minors on the streets after 9:00 p.m.

On the curfew for minors, he said, the minors are not arrested but their parents are held responsible and should be answerable for their children’s failings. (Leonardo Micua)
