A new majority rules Dagupan SP with new rules
THE table has been turned around at the Sangguniang Panlungsod (SP) of Dagupan with the former majority members during the past city administration relegated to the role of minority under the administration of Mayor Belen Fernandez today.
At the inaugural session of the SP on July 5, the new majority, composed of seven councilors led by Councilor Librada Reyna Macalanda, not only promulgated a new set of rules and procedures to be observed during the SP session but assigned all standing committees to themselves, nothing to the five councilors in the minority led by Councilor Joselito Seen.
As minority floor leader, Councilor Seen is an automatic member in all standing committees created by the new majority.
The other members of the new majority are Councilors Alvin Coquia, Malou Fernandez, Celia Lim, Alfie Fernandez, Redford Erfe-Mejia and Irene Lim-Acosta, all members of the LiFe team in the last election.
The councilors in the new minority are Councilors Dennis Canto and Michael Fernandez who were overruled when they asked for time to study the new House rules.
The two others aligned with minority are ex-officio Councilors Marcelino Fernandez, president of their Liga ng mga Barangay federation, and Joshua Bugayong, president of the Sangguniang Kabataan Federation of Dagupan.
From 2019 to 2022 the allies of the Belen-BK team composed the majority with nine councilors whose number was enough to override a veto, compared to only three councilors allied with the Brian Lim administration.
However, in their inaugural statements, most of the majority councilors assured that they will help the new city mayor achieve her vision for the good of Dagupan and its people. (Leonardo Micua)
