City dad wants city-owned medical facility
A Dagupan City councilor called on the incoming city administration of Mayor Belen Fernandez to consider establishing a health facility, owned and operated by the city government.
In a privilege speech on Tuesday (June 7) during the regular session of the Sangguniang Panlungsod, reelected Councilor Dennis Canto said it has long been the dream of the Dagupenos to have a medical facility that will cater to the poor, deserving and disadvantaged Dagupeños.
He cited the ground breaking by outgoing Mayor Brian Lim for a Dagupan City Hospital in Bonuan Binloc two days before the May 9 election. “I hope the next city administration will have a heart to consider the proposal “to establish a health facility we can call our own,” Canto said.
Canto, chairman on the committee on health of the incumbent SP, said: “This health facility will cater to the needs of a fast-growing population and shall also become the city’s response to the pandemic as well as future disease outbreaks.”
He also cited Administrative Order No 402 issued by Malacanang entitled: “Establishment of a medical checkup program for all government personnel, especially government employees holding regular plantilla positions”.
This, he said, is in consistent with the policy to keep a healthy workforce which should be a primary concern of the city government. Such a program, Canto explained, will have a significant impact on the efficiency and effectiveness of public service delivery.
He added that Civil Service Commission Memorandum Order No. 3, series of 1997 provides for an annual medical checkup for permanent employees of the government who have been in service for at least one year.
Lastly, Canto said he will propose that all senior citizens of the city be given a birthday cake on their birthdays, like what cities of Bacolod, Manila and Makati do, as a small gesture of the city’s deep appreciation to the contributions of the senior citizens to the development of Dagupan into what it is today.
