“NO kotong, no red tape”.

This was stressed by former Dagupan City Mayor Belen Fernandez if voted to return as mayor in Dagupan in the May 9, 2022 elections.

“Fighting corruption as well as red tape will be my number 1 agenda and will start it with the firing of city government workers who are involved in corruption,” Fernandez said,

Fernandez said she did this when she assumed as   mayor of Dagupan the first time and recalled how she terminated employees known to have been involved in “kotong” and corruption.

She said it was only during the her administration when Dagupan was ranked, not only as one of the most economically progressive cities and towns in the region but with the highest revenues and annual budget.

In a span of less than 10 years, she said the income of Dagupan doubled, from just P510 million in 2010  to more than one billion pesos in 2019 because of the policy of “no kotong, no red tape” under the past Fernandez administration.

Fernandez said the more than one billion economy of Dagupan was achieved because she made sure that all the incomes of Dagupan will go to the city coffers and not to somebody else’s pocket

Because Dagupan was not able to maintain its economic might over the past two years, Fernandez vowed to implement a strict fiscal discipline in managing the city’s budget.

She believes that if the Citizens Charter is restored, kotong and red tape will be eliminated  for the benefit of hardworking businessmen.

Fernandez said she will bring back the old Investment and Development Board that was discarded by the present city administration, but which drew big business investors to the city without strings attached. (Leonardo Micua)
