THR Sangguniang Panlalawigan adopted contingency plans for earthquake and tsunami, and for rain-induced and earthquake to secure the safety of more than two million Pangasinenses owing to its proximity to the Lingayen Gulf and the West Philippine Sea and the  mountainous terrains.

The plans were adopted in a three resolutions passed during its virtual session on October 25.

The three resolutions, Nos. 2895, 2896 and 2897, authored by Board Member Liberato Villegas, chairman of the committee on environment, and natural resources and energy approved the plans prepared by the Provincial Disaster Risk Reduction and Management Office headed by Rhodyn Oro.

Also approved by the SP was a separate ordinance establishing the PDRR and Management Office Resiliency Center.

During the session, Oro cited the fact that Pangasinan has seven environmental hazards and said the three newly approved contingency plans will enable Pangasinan to be more prepared when hit by natural calamities because these will also strengthen the responsibility of the cluster members or the local disaster risk and reduction management council.

SP Resolution No. 2895-2021, entitled, “Approving the Contingency Plan for Earthquake and Tsunami for the Province of Pangasinan,” presents a risk assessment that involves information on the hazards, vulnerabilities and exposures as well as the current capacities to respond in a real worst-case scenario.

Resolution No. 2896-2021, acknowledges that “rain-induced and earthquake-induced landslides are some of the most threatening disaster scenarios in the province upon conduct of risk analysis.” (Leonardo Micua)
