Dagupan Police Station, now a City Police Office

A stronger police station is coming to Dagupan following a resolution promulgated by the National Police Commission (NAPOLCOM) , upgrading the classification of the Dagupan City Component Police Station into a Type C City Police Office (CPO), which will be headed by an officer with the rank of a colonel.
This was announced by Councilor Jose Netu Tamayo, chair of the committee on laws and ordinances of the Sangguniang Panlungsod, noting NAPOLCOM’s Resolution No. 2025-0545 dated August 22, 2025, which authorized the upgrading of DCCPS into a bigger CPO.
However, he said, implementation of the NAPOLCOM resolution will take effect after six months to one year.
Tamayo told THE PUNCH on September 5, that the upgrade is a big boon to the peace and order of the city under the administration of Mayor Belen Fernandez and Vice Mayor Bryan Kua, adding that as City Police Office, more policemen will be assigned 130 to 250, to maintain peace and order in the city to serve and protect the people and ward off lawbreakers.
The Philippine National Police proposed the station’s upgrade.
NAPOLCOM Resolution No. 2025-0545 dated August 22, 2025 was signed by Interior and Local Government Secretary Juanito Victor Remulla, ex-officio chairperson of NAPOLCOM, and three commissioners, namely: Atty. Rafael Vicente R. Calinisan, Atty. Ricardo P. Bernabe III, and Atty. Beatrice Aurora A. Vega-Cancio.
The DCCP is currently headed by Police Lt. Col. Lawrence Keith Calub and is under the administrative control and operational supervision of the Pangasinan police provincial director.
As a City Police Station, it will be placed directly under the administrative control and operational supervision of Police Regional Office 1 and will boost its manpower from the present 130 to 250.
Consequently, the City Police Mobile Force Company in the Dagupan CPO shall be headed by a PCO with the prescribed rank of a major.
The NAPOLCOM resolution states that the categorization/classification of the DCCPS into a PCO was in consideration of the Local Government Unit’s population growth and increase in its income.
To date, Dagupan has a population of about 180,000 and an annual income of approximately P1.31 billion.
Mayor Belen Fernandez said that with its upgrading, the Dagupan Police force now holds a higher organizational standing compared to a regular police station. This translates into more personnel, bigger resources, and direct coordination with Police Regional Office 1, ensuring stronger law enforcement operations and crime prevention program in the city, she added.
“This upgrade is a victory for every Dagupeno. A stronger police force means a safer, more secure, and more peaceful city for our people. We are very thankful to SILG Remulla and NAPOLCOM for granting us the much-needed upgrade,” she said.
Meanwhile, Calub said that with the recent classification, “we are now more capable of fulfilling our mandate to protect and serve. This is a change we gladly embrace in partnership with the community. (Leonardo Micua)
