VM Kua, Councilor Fernandez lambaste Reyna over requests

12 AGAINST ONE IN DAGUPAN SANGGUNIAN

“NOISE without any substance.”

This was how Dagupan City Council Majority Leader Michael Fernandez described the privilege speech of lone opposition Councilor Librada Reyna-Macalanda during the August 4 regular session of the Sangguniang Panlungsod (SP) when she again sought documents on the still uncompleted flood relief operations from the executive department.

Reyna initially requested documents in her letter to Mayor Belen Fernandez even before the SP passed a resolution declaring Dagupan under a state of calamity on July 23, and repeated this during the August 4 session when the flood had already subsided, but relief operations were continuing.

She also pushed for her request for support staff, consisting of one driver, a secretary and one administrative officer, which was contained in another letter addressed to Vice Mayor and SP Presiding Officer Bryan Kua dated August 4.

For this, she got a mouthful from Kua and Councilor Fernandez, who described the privilege speech as “Ingay lang, walang substance.”

Fernandez said Reyna should make a formal motion on her request for documents because, in the absence of a motion that is duly seconded, the matter cannot be discussed by the SP.

The vice mayor also spurned the lady councilor’s request for three job order employees, daring her to seek an opinion from the Department of the Interior and Local Government on his position on the matter, which he said he will be ready to answer.

Kua ended the discussion on the matter by saying, “Sana tumabi na lang kayo sa gilid at manood na lang,” then banged the gavel loudly. (Leonardo Micua)
