Dagupan SP OKs P250.6-M supplemental funds
OBSTRUCTIONISM IN CITY COUNCIL ENDS
DAGUPAN’S new set of councilors kept their momentum on their second week in office, passing supplemental funds totaling about P250.63 million to bankroll priority programs and projects of the city administration.
In its session last July 7, the Sangguniang Panlungsod (SP) passed Supplemental Budget (No. O01-2025) worth P250.63 million to cover various programs, including the additional 1,000 scholars who have been allocated P24 million for the second semester, and the purchase of six mini-dump trucks for garbage collection in the barangays.
The SP also passed a P264.8 million fund as Supplemental Annual Investment Plan, which was approved under Local Development Council Resolution No. 01. Series of 2025.
Both measures were authored by Councilor Jeslito Seen, chairman of the Committee on Finance and Appropriations, duly seconded by Councilors Jose Netu Tamayo, Michael Fernandez, and Luis Samson Jr., with Councilor Karlos Reyna IV as co-movant.
Even lone opposition Councilor Librada Reyna voted for the ordinance, saying the supplemental budget was necessary to boost the programs of Mayor Belen Fernandez for the people of Dagupan.
Only calendared for first reading, both measures were treated as priorities for legislation following the certification of urgency issued by the mayor on July 2.
Luz de Guzman, the mayor’s chief of staff and head of the local finance committee, said the supplemental budget was drawn from surplus/savings in Fiscal Year 2024, savings from various offices as of May 26, 2025, reversion/ realignment from various projects and programs, and savings/balances from various implemented projects and programs under the 20% development fund.
