Dagupan SP ends 2024 with 1 ordinance, 15 resolutions

THE Sangguniang Panlungsod of Dagupan ended 2024 by passing one more ordinance and 15 resolutions during a special session on December 27, its last working day for the year.

Called by Mayor Belen Fernandez, the special session tackled other pending measures she deemed important and urgent.

The session was again boycotted by the four opposition councilors in the new minority — Librada Reyna, Celia Lim, Alvin Coquia and Marilou Fernandez.

However, their letter dated December 23, 2024 unanimously supporting the approval of Supplemental Budget No. 7 amounting to P5.9 million for a one-time grant of gratuity pay to job order employees was included in the informative portion of the agenda.

They asked that their letter be read when the SP was just passing Supplemental Budget No. 7 last December 23, but Vice Mayor Bryan Kua, the council’s presiding officer, did not allow it since the four were not physically present.

The lone ordinance passed on December 27 was Ordinance No. 912 entitled “An ordinance establishing new seafood stalls at the Magsaysay Fish Market and Providing Guidelines for their Management and Operations”.

It was the 27th ordinance passed by the new majority composed of Councilors Michael Fernandez, Jeslito Seen, Dennis Canto, Marcelino Fernandez, and Bradley Benavidez since November 5, 2024, the day three opposition councilors began serving their 60-day preventive suspension imposed by the Office of the President.

The 15 resolutions passed, which added up to the more than 110 that were already passed, were all resolutions approving the review of annual budgets of Lomboy, Mamalingling, Barangay 1, Pantal, Tebeng, Salisay, Lucao, Mayombo, Bonuan Gueset, Bonuan Binloc, Salapingao, Calmay, Tapuac, and Pogo Chico,
