Typhoon Kristine hits 12 coastal areas
PREEMPTIVE EVACUATION IMPLEMENTED
THE Pangasinan Provincial Disaster Risk Reduction and Management Office said the storm surge spawned by Typhoon Kristine, emanating from the Lingayen Gulf and the West Philippine Sea affected the 12 coastal areas of Agno, Anda, Bani, Binmaley, Bolinao, Burgos, Alaminos City, Dagupan City , Dasol, Infanta, San Fabian and Sual.
The regional office of the Office of Civil Defense (OCD) said preemptive evacuation was undertaken with the help of local government units in Dagupan City, Anda and Alaminos City.
Tropical cyclone wind signal #3 was hoisted over the province on Thursday and while there was no heavy rain, strong winds swept through.
The provincial capitol complex and surrounding areas in Lingayen virtually turned into a lake, with a one-to two-feet-high floodwater in the morning of October 24 due to a storm surge.
A report streamed live by IFM Dagupan Thursday early morning showed the whole capitol compound in knee-deep water and was still rising and light vehicles, motorcycles, and tricycles were prohibited from entering the capitol complex.
The whole bay walk area from Lingayen to Binmaley was also flooded.
Preemptive evacuation was also implemented in the inland town of Binalonan due to rising floodwaters, which could have been due to the opening of one gate by 0.5 meter of the San Roque Dam in San Manuel town starting at 3:00 p.m. on October 23, in anticipation of heavy rains in the upper stream of the Agno River, according to OCD.
In Dagupan, water in flooded areas, especially in barangays close to the Sinocalan-Pantal River, was still rising as of Thursday.
At 9:00 a.m. on October 24, the Marusay River which drains to Dagupan through the Pantal River was recorded at 2.2 feet, above the normal 2-feet level.
Flash floods were reported along Perez Boulevard, Burgos Street, and some parts of Mayombo in Dagupan, mainly due to high tide. All roads were passable to all motor vehicles. (Leonardo Micua)
23 families in Binmaley evacuated
PREEMPTIVE evacuation was enforced for 23 families in Barangay Sabangan in Binmaley on the evening of October 23 as strong winds and heavy rain was anticipated from Typhoon Kristine (international name: Trami), categorized as a severe tropical storm.
Binmaley is one of the towns along the Lingayen Gulf, where a storm surge was spawned by the typhoon.
Armenia de los Angele s, officer-in-charge of the Municipal Disaster Risk Reduction and Management Office (DRRMO), said the forced evacuation was made with the help of the provincial DRRMO, the Department of Social Welfare and Development, and the Binmaley Police.
As of Thursday night, the evacuated families were still taking shelter at the Binmaley Evacuation Center in Barangay Pallas. (Kim Gealogo)
