Action on city’s 2025 budget, AIP suspended

SP MAJORITY BOYCOTTS SESSION ANEW

AFTER attending a special session called by Dagupan Mayor Belen Fernandez on October 11, the seven majority councilors of the Sangguniang Panlungsod skipped the Oct. 15 regular session that set the proposed 2025 budget and Annual Investment Program (AIP) for first reading.

Also, the Oct. 15 agenda signed by Councilor Reyna-Macalanda, showed there was no resolution or ordinance set to be taken up for second and third readings despite an October 8 transmittal letter from the mayor regarding the proposed P1.61-billion budget and P2.35-billion AIP for next year, for consideration and appropriate action.

Nonetheless, a quorum during the scheduled regular session, the budget and investment plan would have been passed for first reading and referred to the Committee on Finance, Budget and Appropriations.

Only Vice Mayor and SP presiding officer Bryan Kua, Councilor and Minority Floor Leader Michael Fernandez, Councilors Dennis Canto, Marcelino Fernandez and Bradley Benavidez responded to the roll call. Councilor Jeslito Seen was on official business.

Those majority. councilors who boycotted the regular session were Majority Floor Leader Librada Reyna-Macalanda and Councilors Alvin Coquia, Alfie Fernandez, Redford Erie-Mejia, Marilou Fernandez, Celia Lim and Irene Lim-Acosta.

Kua adjourned the session for lack of quorum.

The seven majority councilors did not issue a statement over their absence.

Another item that could have been taken up was an October 8 letter from the City Legal Officer requesting the passage of a resolution authorizing the mayor to enter into a memorandum of agreement for the establishment of a partnership with the DSWD Social Pension Program to improve benefits for indigent senior citizens.
