A BIG BOON TO THE CITY

CONSULTATION was conducted last August 8 in Barangay Bonuan Gueset to gauge the reaction of fishermen regarding the proposed river restoration project by dredging along heavily silted river channels.

A project of the national government, the activity was also part of the application process for the grant of Environmental Compliance Certificate (ECC) by the Department of Environment and Natural Resources-Environmental Management Bureau.

Mayor Belen Fernandez  said the consultation was participated in by fishermen from barangays Calmay, Lomboy, Pugaro-Suit, Salapingao, Pantal and Bonuan Gueset.

Fernandez explained that this is a prelude to a massive restoration project along the now heavily silted Pantal-Sinocalan River and its various tributaries to be undertaken by DENR, Department of Public Works and Highway, Pangasinan provincial government and the local government of Dagupan.

She said the project will be a big boon to Dagupan since the city will not spend for the dredging operation of now heavily silted Pantal-Sinocalan River, adding that the operation is supported by Governor Ramon Guico III and Abono Partylist Congressman Robert Raymund Estrella Jr.

She said the project is timely because of the worsening siltation of the Pantal-Sinocalan River and its allied rivers crisscrossing the city, since Dagupan City is the catchment basin for all waters from the uplands.

According to her, the project will also focus on the strengthening of dikes, elevation of roads, drainage upgrading, provision of pumping stations and rehabilitation of water outlets and creeks or a total approach to minimize the flooding in Dagupan.

The dredging operation will start in parts of the Pantal and Calmay River up to the mouth of the river between Barangays Bonuan Gueset and Pugaro.

Since the water will become turbid once the massive dredging operations starts, owners of fish cages with permits issued by the city government will have to relocate their structures. (Leonardo Micua)
