Obstruction of SP majority continues

IT’S been nine months since the resolution creating the Personnel Selection Board (PSB) was submitted and certified urgent by Mayor Belen Fernandez, and the seven-man majority of the Sangguniang Panlungsod continues to block its adoption.

The committee on civil service and government reorganization, chaired by Councilor Alfie Fernandez and composed of Councilors Red Erfe-Mejia, Celia Lim, Irene Lim-Acosta, Librada Reyna-Macalanda, Alvin Coquia and Marilou Fernandez, did not take up the draft resolution again during its scheduled hearing on May 30.

“We will just inform you when”, was the curt reply of Councilor Alfie Fernandez when asked during the plenary by his Minority Floor Leader Councilor Michael Fernandez, when the next committee hearing on Resolution No. 6209-2022, will be scheduled.

Minority Leader Michael said the statement of Councilor Alfie was disturbing because it appeared the latter’s committee will continue to block the scheduled appointments and promotions for an indefinite period.

The majority also demurred when Fernandez asked them to put their added issues about the PSB resolution in writing.

Minority Leader Michael said submission of Resolution No. 6209-2022 to the Saggunian as early as August last year was in accordance with the guidelines of the Civil Service Commission (CSC).

Emotions run high during the flag ceremony last May 29 when city hall employees learned that the seven-man majority again blocked their promotion to higher position or in the case of qualified and deserving job-order-employees, appointment to permanent positions.

Councilor Alfie initially argued that Section 323 of the Local Government Code prevented them from acting on the PSB resolution because the SP was prevented from taking up any other matters unless the 2023 annual budget was passed.

However, after the annual budget of P864.91 million was finally passed on March 28, Minority Leader Michael said the SP majority continued to block the PSB resolution.

He cited the recent requirement of Councilor Alfie making Vice Mayor Bryan Kua appear before the committee, after the latter failed to appear the first time. The vice mayor appeared but Councilor Alfie did not arrive and his vice chairman refused to proceed with the hearing.

In the May 30 hearing, Councilor Alfie attended, however, the PSB resolution was not among the measures taken up by the committee because the invitation letter to the resource speaker (Vice Mayor Kua) was not sent, because it was not signed by Councilor Alfie Fernandez as who was reportedly out of town.

Under the Internal Rules and Procedures of the Dagupan SP, no letter could be sent out to invitees without the signature of the chair of the concerned committee. (Leonardo Micua)
