Dagupan City SP fails to act on 2023 budget

AS expected, Dagupan’s Sangguniang Panlungsod failed to meet the deadline for the passage of the city’s 2023 annual budget because the majority members never scheduled public hearings on the proposed 2023 budget submitted by the Fernandez administration last September 14, 2022.

The majority members of the Dagupan Sangguniang Panlungsod only finally scheduled the series of committee hearings on the city’s general appropriations for 2023 last December 27 and directed the City Secretary Ryan Ravanzo to invite all concerned department heads to the hearings.

The move was adopted only after  the majority approved the Supplemental Budget No.2  and Supplemental Annual Investment Plan for 2022 despite the timelines prescribed by the DILG (per Section 319 of the Local Government Code of 1991) for the enactment of the annual budget.

The Department of Interior and Local Government reminded and warned the city government two weeks ago that the deadline for the passage of the 2023 annual budget was December 31, 2022.

The proposed Annual Appropriation for 2023 and its accompanying AIP and integral plans were submitted by the office of City Mayor Belen Fernandez to the SP two days earlier than the deadline set under Section 318 of the Local Government Code. (Leonardo Micua)
