MASSIVE COVER-UP OF CORRUPTION DISCOVERED

IN her First 100 Days Report to the people of Dagupan City, Mayor Belen Fernandez revealed she inherited an administration that did not only turn over supporting documents for many disbursements and transactions but public records of Public Order and Safety Office and Stop Business Shop were deleted, list of ayuda beneficiaries and P14-M worth of medicines missing.

Among the deleted files was the list of the recipients of P245 million financial assistance  (ayuda) transmitted by the national government to the city government.

“Ni isang pangalan, ni isang papel, maski one-fourth sheet of paper na listahan, walang naitago, walang naitabi, walang pagpapatunay,” Fernandez said.

When she asked the responsible offices, she was merely told: “Itanong sa COA (Commission on Audit).

Fernandez said she found out that all public records of the Public Order and Safety Office of the past city administration, had no computer files, no backup, no paper trail, no sign of good administration, no accountability and transparency. The POSO head then was Rob Erfe-Mejia.

The transaction records at  the One Stop Business Shop also disappeared.

Fernandez vowed to charge those responsible behind the deliberate deletion of public records.  There is no way to find out where and how much collection was made by that office and the activities that it had undertaken, she intoned.

“This is not simple error. This is not negligence or mistake. This is fraudulent design to keep us from knowing the truth. This is a brazen attempt for us to lose tract and identify the perpetrators of these unforgivable sins against our city,” she stressed.

On controversial scholarship program, Fernandez said only the list of names of scholars was submitted but no other data was turned over by the transition committee of the past city administration to the new administration for verification and validation, i.e., no addresses, no cellphone numbers of scholars and no identification of the college or universities where scholars were enrolled.

She also cited the transition report of the past administration submitted on June 9, 2022 that there were P17 million worth of medicines in store. But an actual inventory of these medicines showed only P3,015,285.67 worth of medicines could be found.

“Where’s the other P14 million plus worth of medicines?” Fernandez asked.

She also confirmed that no indigent in the city was enrolled with the Philippine Health Insurance Corporation by the Lim administration.

The mayor said one of the most important hall marks of good governance is reliable and trusted information and data. Then, she asked: “What  do you do when the information simply vanishes? What do you do when the information has been deliberately erased from the records?

“Malinis, maayos at mabilis ang serbisyong ang ating ibibigay sa ating taong-bayan. Hinding-hindi natin sisirain ang kanilang pagtitiwala,” she intoned in a fighting mood. (Leonardo Micua)
