THE partnership between the police, church and the community called “Kasimbayanan” was instrumental in the voluntary surrender of an incumbent Sangguniang Kabataan chairman of Rosales town who was tagged as Top 10 High-Value Individual (HIV) drug personality.

Antonio Arceo II, 25, also known as “Ton-Ton”, incumbent SK chairman of Barangay Zone ll  in Rosales town, voluntarily surrendered to the police in the 11:20 a.m. of November 16  accompanied by Pastors Peter Malana Sr. and his son Peter Malana Jr. and Barangay Captain Ferdinand Baraceros of Barangay Zone II in Rosales.

Prior to his surrender, the three conducted a series of visitations on Arceo at his residence  to persuade him to voluntarily surrender.

The surrender of Arceo under Coplan Ton-Ton was arranged by intelligence operatives of the Rosales Police and the Provincial Intelligence Unit of the Pangasinan Police Provincial Office.

On November 16, Arceo—accompanied by the two Malana pastors and Baraceros— personally appeared at the Rosales Police Station to surrenderer where he executed an affidavit of undertakings admitting he was a drug user.

He pledged not to continue and be involved in any illegal drug activities in the future and even promised to actively cooperate with the government in the prevention of proliferation of illegal drugs in order to eradicate the drug menace.

The suspect was brought to the infirmary of the Rural Health Unit of Rosales in Barangay Zone II and later placed under the custody of the Rosales police for possible drug rehabilitation. (Leonardo Micua)
