“Ang inyong negosyo, ang inyong kita ay para po sa inyo at sa inyong pamilya. Na-institutionalize na ang livelihood program. Ibig sabihin, hindi na ito pwedeng tanggalin, hindi na pwedeng ihinto, at pinakaimportante, kailangan pang dagdagan.”

This was stated by Pangasinan Governor Amado I. Espino III as he led the awarding of second batch for CY 2021 of the provincial livelihood assistance program (LAP) worth P8.46 million to 45 groups and six micro, small, medium enterprises (MSMEs) held on March 18 at the Sison Auditorium.

“Ito ang dahilan ng programang ito – ang makatulong sa inyo. Kayo ang buhay ng programang ito,” said Gov. Espino as he encouraged the beneficiaries to continue in improving their livelihood for their families.

The second batch for CY 2021 of the LAP includes 45 groups, cooperatives, and associations and 6 MSMEs totaling to 1162 beneficiaries.

Of the 51 total groups and MSME beneficiaries, 11 are new. Other beneficiaries are on their renewal cycles including — 2nd cycle (6 groups and MSMEs), 3rd cycle (4), 4th cycle (10), 5th cycle (10), 6th cycle (2), 7th cycle (2), 8th cycle (2), and 9th cycle (4).

“Sa buong kasaysayan magmula noong sinimulan itong Provincial Livelihood Assistance Program, ito ang batch na may pinakamalaking total amount of loan to be released,” said Provincial Population Cooperative and Livelihood Development Office Planning Officer III Alex Sevilla during the program.

In-line with this, the Provincial Government of Pangasinan recognizes the importance of the Provincial Livelihood Program to the beneficiaries of the PLAP.

According to Executive Order 0084-2020 and EO 0001-2021, zero interest on loans applied under the Provincial LAP is imposed during the COVID-19 pandemic.

Earlier this year, the Sangguaniang Panlalawigan also approved Provincial Ordinance No. 36-2021 entitled: “An Ordinance Institutionalizing and Strengthening the Provincial Livelihood Assistance Program of the Province of Pangasinan and Appropriating Funds Therefor and for Other Purposes”.

“Nagsimula ito sa iilang cycle lang – noon 5 cycles lang, ngayon ay ginawa nating sampu,” said Governor Espino.

Beneficiaries of the program commended Governor Espino for the continuous support of the Provincial Government in their livelihood ventures.

“Lahat ng request namin ay napagbibigyan. Napakabait po ni Governor kaya thank you very much Governor,” said Magandang Buhay Farmers Agrarian Reform Cooperative Chairperson Violeta Rulliog.

Projects of the beneficiaries in which the loans are utilized include farm inputs, fish processing materials, commodity trading, food processing and furniture making.
