Motorists’ indignation-protest rally vs new LTO policy stopped

A NOISE barrage and rally by motorists scheduled Friday morning in front of the newly installed Motor Vehicle Registration Center in Barangay Mayombo, Dagupan City fizzled out when Mayor Brian Lim denied them a permit to assemble.
The motorists from various parts of Pangasinan intended to converge in Dagupan City for the mass action in order to protest the new system of motor vehicle inspection and registration system put in place by the Land Transportation Office (LTO) where vehicles that needed to renew registration will have to go through inspection using high-technology computer gadgets and if they pass will be given the green light to go to the LTO and register.
The new system will check not only the above carriage consisting of more than 30 items and the under carriage consisting of another more than 30 items and if the vehicle does not pass any of the items in the checklist, it will be required to undergo correction and repair within 60 days from the date of the inspection.
Motorists zeroed in their protest on the P1,800 charge per motor vehicle that will go through inspection using the computer gadgets, in addition to the P4,500 that LTO will charge prior to registration, the amount already includes the vehicle’s insurance coverage for the Third-Party Liability.
It was learned that motorized tricycles will be charged P600 and motorcycles, P300 when they go through the new motor vehicle inspection system.
But prior to this, a senior official of the LTO already clarified that the new system of vehicle registration had been mapped out 12 years ago and it is only now under the administration of President Rodrigo Duterte that it is being implemented.
LTO Assistant Secretary Edgar Galvante, speaking during the earlier launching of a similar motor vehicle inspection center in Angeles City, said the new system will ensure the road worthiness of motor vehicle and greatly minimize the occurrence of accidents along the highways.
In his post on social media, Councilor Jose Netu Tamayo asked for the investigation by the city council into the new LTO motor vehicle inspection system that will compel vehicle owners to pay additional charges instead of only the registration fee.
The new vehicle registration system apparently is doing away with smoke testing centers and accommodation of accredited private insurance firms for instant TPL coverage.
The motor vehicle inspection center in Mayombo, Dagupan City reportedly is operated by Billy Transport Inc. and according to an LTO official it is only among three of such kind in Region 1. The other two are located in San Fernando, La Union and in Laoag City, Ilocos Norte.
The new vehicle inspection system not only measures the amount of carbon dioxide being discharged by the engine during combustion but also about 70 other vital features of the vehicle.
These include the body appearance, has iOS, engine, handle bars, wiper/washer, window glass, headlights, signal lights) front and rear, backup, clearance, number plate lighters, hazard lights, reflection, interior lights, tail lights, seat belts, horn, doors/hinges, floor board, side mirror, rear view mirror, clutch and brake systems, driver/passengers seats, steering, tires/wheels, wheel bolts/nuts, fuel tank caps/nuts, panel gauges, EWD, color, diesel fuel system, autometer reading; Radiator, engine bracket mounting engine oil leakage, steering boll joints, steering leakages/gear box mounting, steering idler sector shat and man y others.
