Wanted CPP/NPA cadre surrenders in San Fabian

A ranking member of the underground New People’s Army (NPA) operating in Cagayan province and wanted for several crimes, surrendered on December 15 with the help of the municipal authorities of San Fabian town.

Allan Tay Agbayani Balanay, alias “Ka Miguel” and “Ka Magog, 48, a native of Barangay Pallas, Vintar, Ilocos Norte, accompanied by his family, appeared before San Fabian Mayor Constante Agbayani and expressed his desire to surrender and return to the fold of the law.

The San Fabian Police alerted the Provincial Intelligence Unit of the Pangasinan Police Provincial Office, Regional Intelligence Division of Police Regional Office 1 and the 702nd Infantry Brigade of the Philippine Army to process the surrender of Balanay.

Security arrangements have been made to prevent retaliation from his former comrades in arms while Balanay is undergoing debriefing.

Balanay claimed he was a member of the Communist Party of the Philippines-New People’s Army under the Danilo Ben Command in Cagayan West, in Cagayan where he served as the education committee officer from 2004 to 2006 and medical officer from 2006 to 2010.

He also admitted having served under the Hilagang Silangan Larangang Guerilla and his area of operation was Cagayan West (2004-2005) and Cagayan East (2005 to 2010).

On December 16, a day after he surrendered in San Fabian, Balanay was served warrants of arrest for violations of Republic Act 9516, RA 10591, murder and frustrated murder, all issued by Regional Trial Executive Judge Edmar Castillo of Branch 11 in Tuan, Cagayan on June 23, 2020.

Balanay still has five warrants of arrest for kidnapping, attempted murder, robbery in band, grave coercion and arson.

P/Brigadier General Rodolfo Azurin Jr., police regional director, said the surrender of Balanay was clearly the result of the intensive information campaign and tactical operations conducted by different law enforcement agencies with the active support of the community and local government agencies under the whole-nation approach to End Local Communist Armed Conflict (ELCAC).
