PLUS AND MINUS FOR CITY GOVERNMENT –  The Dagupan City government has required fish vendors inside the Malimgas Public Market to take the Rapid Test in a bid to check their state of health being asymptomatic. However, the same initiative exposed the fish vendors to COVID infection by not being required to observe social/physical distancing while waiting for their turn to be given the test.
