Mandatory COVID-19 test for new detainees ordered

ALL persons arrested or held in custody are already required to take the Real Time Polymerase Chain Reaction test before being committed to any jail or detention facility.

The order, issued by Governor Amado Espino III in his Executive Order No. 0033-2020, will be implemented at the Pangasinan Provincial Jail and jail/detention facilities of the Bureau of Jail Management and Penology (BJMP) in Pangasinan.

It added that prior to receipt of COVID-19 test result, the new detainee shall remain in lock-up cells and/or holding areas duly designated by Local Government Units (LGUs).

At the same time, the EO also directed that no detainee will be released from any jail/detention facility to the community unless he/she tested negative for COVID-19.

Further, if person tests positive, he or she shall be immediately subjected to existing COVID-19 protocols and shall not be committed to jail/detention facility unless he or she recovers and obtains double negative COVID-19 results.

In no instance shall the person be allowed to be released to the community and/or allowed to be quarantined at home.

The EO states that the computation of prison service time for Persons Deprived of Liberty (PDLs) about to be committed who were isolated and treated for COVID-19 shall be based on pertinent laws over the matter.

The EO was issued to prevent the transmission of COVID-19 inside jail facilities in the province.  (Leonardo Micua)
