LGU-P’sinan cited as one of the 7 provinces out of 81 to qualify for 2019 Performance-Based Bonus

THE Provincial Government of Pangasinan is one of the seven provinces in the country out of 81 that has successfully hurdled all four requirements to qualify for the 2019 Local Government Unit (LGU) Performance-Based Bonus (PBB).

As disclosed by a Notice of Eligibility dated April 30, 2020 from the Department of the Interior and Local Government (DILG) and the Development Academy of the Philippines, among the validators of the program, the seven eligible provinces are as follows: Region 1- Pangasinan and Ilocos Sur; Region III- Bataan, Bulacan, Quezon and Rizal; Region X- Bukidnon.

According to Human Resource Management and Development Officer Janette Asis, the provincial government of Pangasinan have met or pass all four required standards set for LGUs to become eligible.

“Una, and Provincial Government of Pangasinan is a Seal of Good Local Government (SGLG) passer. Pangalawa, we were able to submit the certificate of compliance for RA 11032 (Anti-Red Tape Act). Pangatlo, fully functional and implemented ang strategic management system natin as required by the Civil Service Commission. Pang-apat, we were able to satisfy the requirement of the Commission on Audit,” the HRMDO chief disclosed in an interview on June 9.

In stating all four eligibility requirements, Asis noted that the provincial government did not only pass the prescribed regulatory requirements which are mandatory but managed to meet the expectations of the public through the implementation of various programs and projects.

In addition, the HRMDO chief noted that aside from the mandatory qualifications the present administration under the stewardship of Gov. Amado I. Espino III has also met both organizational and quality management or service quality requirements.

“Hindi lang tayo mahusay sa regulatory requirement which is mandatory requirement ng DILG. Patuloy tayong Nagbibigay ng serbisyo ng higit pa sa expectation ng tao dahil specified ang requirement ng provincial government sa mga empleyado sa paggawa ng serbisyo dahil may mini-maintain tayong quality management service,” Asis stressed.

Included in the official list of eligible LGUs on PBB 2019 are two cities and 17 towns in Pangasinan. These are as follows: Cities of San Carlos and Alaminos; towns of Aguilar, Asingan, Balungao, Basista, Bugallon, Calasiao, Infanta, Malasiqui, Mangaldan, Mangatarem, Natividad, Rosales, San Manuel, San Quintin, Sta. Maria, Tayug and Urbiztondo.

The PBB is an incentive introduced in 2012 which is given to government employees based on their performance which is subject to the availability of funds. (Ruby R. Bernardino)
