Tested, effective protocol

SINCE Pangasinan recorded its first positive COVID-19 case in March, the campaign to defeat it has resulted so far in 33 recoveries, 17 still being treated and only 9 had died – out of 59 cases. With due diligence on the part of our provincial government, the contagion was quickly checked, and even better, rate of recovery of positive cases continue to improve.

To achieve such a feat, there already obviously a tested and effective protocol being in place that was tested through a series of trial and error. Perhaps it is this high rate of recovery among both positive cases and persons under investigation that makes Pangasinenses more confident in handling the challenges.

Pangasinan started with Enhanced Community Quarantine (ECQ) in March, then refusing to take any more chances, the Espino administration opted to implement Extreme ECQ.  With improved reduction in positive cases and more recoveries, the provincial government cautiously reverted to ECQ, then down to General Community Quarantine (GCQ) and finally to Modified GCQ.

The trend has, in many ways, developed a high sense of hope and confidence among residents that COVID-19 can be defeated in Pangasinan, that the Provincial Health Office already has what it takes to take on COVID-19’s contagion in months ahead even in the absence of a vaccine to finish off this coronavirus.

Perhaps the provincial health administration’s only serious concern is to ensure that the contagion will remain manageable given its still limited facilities and the transition to the new normal will not be difficult.

Pangasinenses are in good hands but they need to continue to be very conscious in observing the established protocols to help the provincial government.

 

Filipino citizen

IS Gabby Lopez, the chairman emeritus of ABS-CBN, a Filipino?  His Filipino citizenship was raised in the ongoing Congress hearing on ABS-CBN’s franchise renewal to another 25 years beginning this year. Under the 1935 Constitution covering Lopez’s birth circumstances in 1952, yes he is.  Although he was born in America, both his parents were Filipino citizens at the time of his birth. Our Constitution says that anyone born to Filipino parents is an automatic Filipino citizen. But Lopez is also an American citizen because American laws say anyone born in America is automatically an American.  That makes Lopez a dual citizen, which is legal under Philippine laws. Our laws provide that only Filipino citizens can own or co-own a television network. Lopez being a Filipino, qualified to be an ABS-CBN investor. Only idiots say otherwise.
