Travel rules for stranded persons issued

THE provincial government and the Pangasinan Provincial Police Office have agreed on a protocol to be implemented during the General Community Quarantine while employing a stricter border control policy for visitors and residents and stranded visitors.

Pangasinan Police Director Redrico A. Maranan, said while the provincial government and the Pangasinan Police will strictly implement the protocols and guidelines set by the Department of the Interior and Local Governance (DILG), more specific conditions have been set for stricter border controls for persons entering the province.

Among these are: 1) Only Pangasinenses stranded in areas under GCQ, will be allowed to enter the province.  2) Filipino local workers, students, local or foreign tourists stranded in various localities will be assisted. 3) The stranded individuals must secure a ‘travel authority’ from the Philippine National Police which must be presented at the border checkpoints.

Maranan said PNP regional directors will issue travel authorities to stranded individuals who plan to move from region to region, and from province to province while provincial directors will issue ‘travel authority’ for movements inter-municipality.

Meanwhile, Pangasinan Disaster Risk Reduction and Management Office (PDRRMO) established the protocol for locally stranded individuals (LSI):

(Pre-departure) The stranded person must notify the barangay where he is stranded about the travel plan. The LGUs will forward the information to the Regional Task Force (RTF) for coordination and to secure the travel authority from the Joint Task Force Corona Virus (JTF CV) Shield.

The LGU of origin will facilitate the documentary requirements for departure, i.e., medical clearance certificate issued by City/Municipal that person is neither a COVID-PUI or PUM and completed a 14-day quarantine; in case person was a COVID-19 case, that the person has tested negative twice through RT-PCR test.

(Travel) The Sub-Task unit will coordinate with DILG, DOTr and PNP for their departure, transport service and smooth passage during transit. Upon arrival at the border, the receiving LGU may provide transportation assistance from the border to his residence.

Local Health Office of town residence will assess health status of the stranded person. If the stranded person appears symptomatic for COVID-19, he will be subjected to quarantine protocol; if asymptomatic, he will be transported to his home. (PIO)
