STRICTER QUARANTINE RULES

GOV. Amado Espino III in a new executive order extended anew the Enhanced Community Quarantine in Pangasinan to May 15 this year in compliance with the directive of the national government

But unlike his previous executive order, E.O. 0022-2020.issued on April 30, 2020, the quarantine rules are more stringent, particularly in limiting movement of people exclusively for the purpose of accessing basic necessities and things essential for survival like food and medicine.

Specifically, minors below 18 years old and senior citizens (60 years old and above, those with co-morbidities or other risk factors were ordered to stay at home. Persons considered high risks of infection including infants, and elderly, those immune-compromised and pregnant women, are strictly prohibited from leaving home.

In addendum to the EO two hours after, Espino included those aged 18, 19 and 20 as among those to be prohibited from leaving home.

Espino said uniformed personnel and quarantine officers are under instructions to strictly enforce quarantine rules.

Consistent with the extension of the ECQ, Espino maintained the province-wide curfew from 8:00 pm to 5:00 am shall continue to be implemented, subject to certain exemptions.

The new EO also listed the persons or sectors exempted from the rules of quarantine and curfew.

Since all borders of Pangasinan will remain closed till May 15, persons who travel from outside of Pangasinan shall continue to be denied entry in checkpoints but with only a few exemptions, like cargo trucks carrying food, medicine and essential commodities and vehicles and dump trucks used in solid waste management and a few others.

Operation of mass public transport, including public utility buses, jeepneys, shall continue to be suspended except when responding to an actual emergency and or duly tasked by authorized agencies of government.

Classes shall remain suspended and that graduation/recognition rites/moving up ceremonies or those drawing large public attendance, including sports competition and other social active cities shall not be allowed.

Social mass gatherings are still banned and while churches and religious groups are not prevented from exercising their religious beliefs and worships, they are prohibited from holding group rituals and prayers. (Leonardo Micua)
