SP dismayed by Sta. Barbara’s opposition

THE Sangguniang Panlalawigan has passed a resolution expressing its “strongest displeasure” to the Sta. Barbara government’s decision to oppose the provincial government’s plan to convert a provincial facility located at the Provincial Nursery in the town for the discharged patients under investigation (PUI) for COVID-19.

In a special session on March 27 held via ZOOM Cloud App and Facebook video call, the resolution expressed dismay after the SP allayed fears of the town residents, particularly in Barangay Tebag, guaranteeing the safe state of health of a discharged patient that has recovered from symptoms of COVID-19.

The resolution explained that the provincial government’s plan is to convert the Agricultural Training Institute-Provincial Nursery Pavilion as temporary holding facility hospital extension inside the Provincial Nursery in Barangay Tebag in Sta. Barbara which the provincial government owns.

However, the Sangguniang Bayan of Sta. Barbara passed a resolution on March 25 opposing the proposed plan.

The SP resolution stated its dismay over the objection of the SB of Sta. Barbara “especially during this pressing time of public health crisis when unity and cooperation should prevail between and among the local government units of the province to combat COVID-19” asserting its right as owner of the Provincial Nursery.

Sta. Barbara Mayor Joel delos Santos lamented that the provincial government did not send its representative “to explain the purpose of the plan prior to the construction, and not when it is already 30 percent on progress because the people were surprised”.

Delos Santos said while he fully supports the guidelines set by President Duterte in the fight against COVID-19 he bewailed the failure of the provincial government to explain and coordinate the activities for the plan in a dialogue.

He cited the strong opposition manifested by residents in social media.

Delos Santos said that although the dominion and power reside in the provincial officials, “the area of jurisdiction is within my vicinity”.

The mayor maintained that “the basic standards of the Provincial Nursery-turned-hospital extension isolation facility for COVID-19 like waste disposal and others of the provincial nursery could not also pass the standard set by the Health Department. (PhilStar Wire Service/ECV/PIO)
