Strict enforcement of ECQ rules in Dagupan vowed
THE Dagupan City government will strictly observe and comply with the directives of the rules and guidelines set forth in the Enhanced Community Quarantine (ECQ) declaration issued by President Duterte.
This was stressed on Tuesday, March 14 by P/Lt. Colonel Abubakar Mangelen Jr. to the members of the Sangguniang Panlungsod (SP) when invited to provide a briefing on the implementation of the ECQ in the city and to comment on a proposed resolution declaring a state of emergency in the city so the government can mobilize part of its quick reaction fund under its calamity fund to assist the people affected by ECQ.
He said asked to implement the ECQ rules in the city are the City police, Armed Forces of the Philippines, City Health Office, City Disaster Risk Reduction and Management Council and Public Order and Safety Office.
Mangelen said quarantine checkpoints were immediately established in all entry and exit points to and from Dagupan upon receipt of the directive from the PNP national headquarters, to screen all motorists and their passengers and subject them to thermal scanning to check their body temperature.
At the same time motorists and passengers will be asked to present documents to show that they are residents of the city and have legitimate purposes to be in the city per guidelines set forth in the ECQ declaration.
Among the rules he cited were:
- All malls in the city are to be closed but their grocery, pharmacy and hardware sections are to remain open.
- Fastfood outlets can be open but their services will be limited to selling take-out and delivery orders.
- Residents will be asked to observe social distancing and gathering of big crowds will be strictly prohibited.
- Residents and visitors will be asked to stay inside their homes adding that only one in the family will be allowed to go out to buy food, medicine and other essential things they need.
- All forms of public transportation will be suspended and will enforce the 8PM – 5AM curfew hours in the city.
In connection with the curfew hours, he told the SP that jeepneys were still operating as of Tuesday morning despite the suspension of public transportation.
He said he met with the drivers and operators and asked for their cooperation to obey the ban.
