Non-residents barred from entering Pangasinan

PANGASINAN’S borders have been ordered close to bar non-residents from entering the province after Governor Amado Espino III signed Executive Order No. 0013-2020 on March 16, Monday, that placed Pangasinan under Community Quarantine until April 12, 2020.
Allowed only to enter Pangasinan by the EO are health workers, authorized government officials, those traveling for medical reasons or persons providing/delivering basic services, public utilities and essential commodities; and essential work force.
It ordered quarantine checkpoints to be set up along the province’s borders with Tarlac, Nueva Ecija, Nueva Vizcaya, Zambales, La Union and Benguet to be manned by the Pangasinan Provincial Police Office (PPPO), Armed Forces of the Philippines (AFP), Provincial Health Office (PHO) and Provincial Disaster Risk Reduction and Management Office (PDRRMO); and municipal, city and barangay counterparts and authorized and deputized force multipliers are also directed to do the same.
Specifically, checkpoints are ordered to:
1) Deny persons who are not residents of the province entry; exempted a) health workers b) authorized government officials; c) persons travelling for medical reasons; d) persons providing/delivering basic services, public utilities and essential commodities; e) essential workforce.
2) Check persons who are allowed entry to the Province for symptoms of COVID-19 infection. Persons manifesting symptoms of COVID-19 infection shall be submitted to the nearest medical or quarantine facility.
3) To direct all persons who gained entry to the province to report to their respective barangay/Barangay Health Emergency Response Team (BHERT) and to observe self-quarantine for 14 days, except those enumerated in the first guideline.
4) Implement home quarantine and social distancing strictly implemented for people who are high risks to infants, elderly, those who are immune-compromised or with co-morbidities and pregnant women.
Non-residents who already managed to enter the province prior to the issuance of the EO had been directed to report to their respective barangay/ Barangay Health Response Team (BHRET) and to observe quarantine for 14 days.
Most were Metro Manilans who fled to the province before the lockdown of Metropolitan Manila on March 13 could be effected. Barangays were ordered to list names of these people, who are now considered as Persons Under Monitoring (PUM) and on home quarantine for 14 days.
The EO also directed the continued implementation of preventive and safety measures as stated in EO No. 0012-2020 issued last March 13 to include class suspensions, postponement of public gathering events and safety measures by private sector during the entire quarantine period; suspension of operations of facilities in tourist destinations and limiting operation of shopping malls for the duration of the quarantine period.
Churches, religious sectors are urged to use online and social media for the conduct of public worships.
Establishments are directed to limit the number of employees in government workplaces while adopting work schemes including a staggered 40-hour work a week.
Barangay officials, BHERTs, and/or their authorized representatives are tasked to monitor activities in their respective jurisdictions.
Hoarding and reselling of basic commodities at prices higher than normal retail prices particularly on essential medicines, basic medical supplies such as face masks, rubbing alcohol, hand sanitizers and basic food supplies will be deemed violations of the law.
It also directed the imposition of a province-wide curfew from 8PM to 5AM on all residents except for work and to buy necessary/essential commodities. (Leonardo Micua/Jerick Pasiliao/PIO)
