DILG-Pangasinan urges barangays to hold barangay assembly

BARANGAY chairmen in the province have been told to hold first quarterly barangay assemblies and deliver their respective State of the Barangay Address (SOBA) based on the guidelines set in the Memorandum Circular 2020-041.

Provincial director Paulino Lalata Jr. of the Department of Interior and Local Government said the SOBA should highlight the barangays’ accomplishment and financial report for the second semester of 2019; plans, programs and projects in 2020 and newly-enacted barangay ordinances.

He added that barangay officials are also expected to discuss their community’s compliance with the national laws and issuances such as the barangay road clearing operations, as well as the actions taken amid threat of the coronavirus disease 2019 (CoViD-19) and African Swine Fever.

Other important topics that should be discussed during the assembly are concerns about solid waste management; ease of doing business; attainment of inclusive and sustainable Peace; Batas Kasambahay, Barangay Anti-Drug Abuse Council, Barangay Full Disclosure Policy and weekly clean-up drives in the barangay.

He asked that the assembly on any weekend of March. SOBA’s theme this year is “Barangay: Kaagapay sa Matiwasay at Ligtas na”.

A barangay assembly is conducted twice a year, in March and October as specified in the Local Government Code. (Jerick Pasiliao)
