24 brgy captains urge Lim to implement W2W
EXASPERATED over the continuous piling of uncollected garbage in many areas in Dagupan City, 24 of 31 barangay chairmen signed the resolution passed by their Association of Barangay Captains, strongly reiterating their previous call on Mayor Brian Lim to implement the joint venture agreement entered into by the past city administration with Sure Global Philippines Ltd. for the establishment of the Waste to Worth project.
The resolution was submitted to the office of Vice Mayor Dean Bryan Kua on February 18, hours before the committee on environment and public health headed by Councilor Dennis Canto began its hearing in aid of legislation on the status of garbage collection by the City’s Waste Management Division (WMD) amid the worsening waste management in the city.
The W2W project is US $15 million facility that Dagupan City signed up with Sure Global that will convert plastic into diesel fuel for motorized tricycles, jeepneys etc. while food wastes are converted into energy to light homes and fuel for converted tricycles.
Liga ng mga Barangay president and ex-officio city councilor Marcelino Fernandez, the barangay captain of Lucao, led the signatories.
He told the hearing that for lack of information dissemination on the “no segregation, no collection” policy of WMD, only 10 percent of the households belonging to the A, B and C economic households in his barangay segregate their wastes and those in the D and E households, which are the majority do not.
Bernard Cabison, head of the Waste Management Division, said marshals have been going around all the barangays issuing citation tickets to households that don’t segregate their wastes, and have already arrested and fined 740 persons from November to December last year and 102 persons in January for violation of the 2003 ordinance.
In the resolution, the barangay captains recalled their earlier call on Mayor Lim to implement the W2W project sometime in December when they learned of the impending closure of the dumpsite and the recovery facilities in barangays.
They said they disagreed that segregation is the only solution to the city’s waste problem citing the situation in the city that has not improved since 2003 because of growing population.
Instead, they attributed the “No segregation, No collection” as the cause of the “trash piling on the streets and corners in the barangays, thus endangering public health.”
Instead, they cited the benefit of W2W that it does not require perfect segregation in the barangay level since another segregation will be done at the facility site.
The barangay captains reminded Mayor Lim of the dire consequences of the unsolved garbage collection problem to public health even as they reiterated their support for his administration in order to achieve what they said as “a better home shared by all the governed”.
The other signatories of the resolution are Barangay Captains Helen Fermill of Tebeng Joseph Maramba of Bonuan Boquig, Nancy Morris of Bolosan, Pepito Ventura of Carael, Noel Bamanglag of Bonuan Gueset, Julieta Perez of Pantal, Arsenio Santillan of Lomboy, Gregorio Taminaya of Bacayao Sur, Eugenio Balolong of Bacayao Norte, Filipina delos Santos of Malued, Herminigildo Rosal of Barangay 1, Samuel Guadiz of Mayombo, Arnold Galvan of Pugo Grande, Nestor Victorio of Pugaro, Calixto Fernandez of Pogo Chico, Fortunato Sanchez of Caranglaan, Mark Anthony Gutierrez of Poblacion Oeste, Ferdinand Lamsen of Salisay, Armando Capito of Lasip Grande, Calvin Cayabyab of Mamalingling and Raul Sayson of Barangay IV.
Those who did not sign the resolution are Barangay Captains Salvacion Bravo of Herrero-Perez, Evangeline de la Cruz of Calmay who were both absent, Joshua Gonzales of Bonuan Binloc, Nelson Cuison of Tapuac, Roberto Melecio of Barangay 2 & 3, Eric Munoz of Tambac.
