Dagupan to contract hauling of garbage out of city

CONTINGENCY PLAN

ANTICIPATING a Cease and Desist Order from the Department of Environment and Natural Resources (DENR) over the operation of open dumpsites in Dagupan, the city government already considered a contingency plan to contract a service provider to haul the city’s wastes regularly to a location outside the city. 

This was bared by OIC City Administrator Alan Dale Zarate during the en banc hearing by the Sangguniang Panlungsod on the 2020 annual budget of Dagupan on Wednesday, December 18. 

The plan surfaced when the SP noted a proposed P20-million Maintenance Operating and Other Expenses (MOEE) for the Waste Management Division in the proposed 2020 annual budget in addition to the P57 million for waste management provided in a previous supplemental budget approved in October this year by the SP.

Zarate explained that the amount will be used for the hauling and transfer of garbage to any place where the service provider chooses.    

When asked where the service provider will dump the city’s garbage, Zarate said the site will be decided by the service provider, not the city government. 

He said a public bidding will be conducted early next year to decide on the service provider. 

Zarate mentioned Metro Clark and a company from Baguio City that operates a sanitary landfill as among those interested to enter into a contract with Dagupan.

Tamayo called on the WMD to make an estimate on how much will be needed for all the garbage at the dumpsite to be removed and to haul the daily wastes to another place. 

Earlier, he asked the city government to consider 30-hectare land bought by the city in Barangay Awai, San Jacinto as a possible site for the garbage if the planned Waste to Worth project cannot be implemented. 

Zarate clarified that Mayor Brian Lim has not closed the door on the Waste to Worth project to be built by Sure Global Philippines and instead is considering a new set of agreement with the latter. (Leonardo Micua)
