Pantal housing project, a legacy from Mayor Belen
BEFORE Mayor Belen Fernandez finally bows out of office on June 30, she has made certain that a socialized housing program will be in place for some 40 residents of Barangay Pantal in Dagupan City.
This after the Sangguniang Panlungsod (SP) passed a resolution on June 3 authorizing Fernandez to sell and enter into a contract of sale parcels of lots comprising more or less 3,820 square meters located in Barangay Pantal in favor of the present occupants thereat.
The land was earlier bought by the city government from the Philippine Veterans Bank (PVB) which the former intended to sell to the residents now residing there to be financed by the Home Development Mutual Fund (HMDF) or Pag-IBIG.
Acmad Tizaldy Moti, HMDF chief executive officer, was in Dagupan last week to sign the memorandum of understanding for the implementation of the housing program for the 40 residents who organized themselves as Pantal Urban Poor Alliance Inc.
It can be recalled that the land originally belonged to a private individual for which he loaned with the PVB but this was subsequently foreclosed after the borrower failed to settle the loan.
The PVB, as the new owner of the property, earlier moved to evict the informal settlers who occupied the land and built houses.
The city government came to the rescue and bought the land from the PVB with the intention of developing it into a socialized housing program for the families long been occupying the property.
Under the MOU signed by the mayor with HMD, the latter will extend individual housing loans to the qualified beneficiaries, provide counseling and assist the city government in coordinating with other key shelter agencies for the successful implementation of the housing project.
The MOU also provides for the establishment of a Collection Service Agreement for the collection of the monthly amortization and payment of loans from the beneficiaries.
A communication to the SP dated May 30, 2019, signed by City Administrator Farah Marie Decano, enclosed a list of the beneficiaries and the number of square meters they now occupy. (Leonardo Micua)
