Transparency-accountability of outgoing-incoming
WHETHER reelectionists won or lost in every election, local governments are expected to calibrate their governance to ensure transparency and accountability.
If they won, they are expected to oversee the transition and turnover of duties, responsibilities and programs of officials mandated to vacate their offices to ensure continued smooth operations of government.
If they lost, it behooves them to personally oversee the efficient and smooth turnover of power and responsibilities to their successors. Without an efficient turnover, there may be room for the successor to point accusing fingers at the predecessors in case of a failure of a continuing program in the town or city.
Still in a transition period, regular and casual employees must open their hearts and minds to new policies and rules in their respective offices. It is to their advantage that this is transparent to successors if only to help establish trust and confidence in each other.
But the worst thing that a successor can do is to do a loyalty check among rank and file employees without as much validating the latter’s performance in the first two months.
A wise policy for outgoing officials in a transition period is to properly document all turned over materials, equipment and financial instruments duly acknowledged by the transition team of the incoming officials.
Up to the last minute, transparency and accountability of both outgoing and incoming officials must be established.
Go goes phenomenal
BONG Go undoubtedly authored the most phenomenal win in the May 13 senatorial election. At the start of the race, surveys consistently put Bong Go out of the Magic 12. In fact, he was, for quite a time at that, out of the Top 20. At one point, he was sorely stuck at 23rd. But that only goaded him to work harder. Believing in the dictum, “If there’s a will, there’s a way,” Bong Go immersed himself on the campaign trail like mad. He toured the entire archipelago not just once but several times, hitting the innermost nooks and crannies that would ultimately endear him to the masses looking for a fresh and real servant of the Filipino people. It paid off handsomely. Just two weeks before election, Bong Go grabbed third in a stunning rebound in the surveys. After the counting of votes, Bong Go emerged No. 3 overall. His is the inspiring story of a victory worthy of a movie script.
