Dagupan SP waives penalties of business establishments

ALL fines and penalties earlier imposed on business establishments in Dagupan City for various deficiencies in the past have been waived by the city government.

The waiver of penalties on tax business assessments in all businesses in the city from January to October  2018 on account of losses that they incurred during the recent floods in the city received bipartisan support from the majority and minority in the Sangguniang Panlungsod (SP).

Draft Ordinance No. 0-682 passed by the SP on motion of Councilor Jeslito Seen, chairman on the committee on Appropriations and Jose Netu Tamayo, chair of the committee on laws, ordinances and judiciary, said the measure will benefit not only stallholders in
all the public markets of  Dagupan but also all sectors doing business in the city.

The terms of the draft ordinance originated from the Office of the City Mayor thru City Administrator Farah Decano in response to the request of businessmen in the city affected by recent floods.

City Treasurer Romelito Alcantara earlier told the SP that the estimated revenues for the year 2018 on fines and penalties were estimated at around P3.1 million., and P1 million was already collected as of September 30.

Business owners who may have already paid their penalties on business tax assessment from January to October this year shall claim the same as credit to their future penalties on business tax assessments, Alcantara said.

However, she clarified that penalties on business tax assessments accrued previous to January 2018 shall remain.

Randolf Ubando, manager of the One-Stop Business Center, (OSBC), said businessmen who have not yet paid their business taxes may use their payments (of fines and penalties) for the renovation of their stalls/stores damaged by the recent floods.

Alcantara said the business assessment in the city will not be affected by the waiver of fines and penalties from January to October.

Dolores Bustillo, a representative of the University of Pangasinan, hailed the SP for passing the ordinance granting the waiver as it would uplift the condition of local businessmen.

Councilor Seen said the waiver will enable local businessmen to recover losses they experienced during the onset of southwest monsoon rains and Super Typhoon ‘Ompong’. (Leonardo Micua)
