LTO deputizes 116 police officers

THE Land Transportation Office in Region 1 conducted a three-day Deputization and Traffic Law Enforcement seminar for 116 police officers for deployment in the highways as LTO Deputized Enforcers.

P/ Chief Inspector Elpidio Cruz, deputy for Provincial Operations and Plans Branch of the Pangasinan Police Provincial Office (PPPO), said the seminar, which started on May 23, was conducted as an orientation for the policemen who qualified to be deputized by LTO.

The move to deputize policemen was reached to help reduce incidence of traffic accidents by irresponsible and reckless drivers through strict enforcement of traffic rules and to discipline drivers.

The deputization of the 116 policemen will complement the LTO enforcers in the region in enforcing traffic rules and regulations.

PPPO confirmed that most of the road accidents were caused by abusive drivers and motorists who do not know the meaning of traffic signs and warnings.

P/Superintendent Cirilo Acosta, deputy provincial director for operations, told in the seminar that a total of 3,623 vehicular traffic incident or 58.2 percent of the 6,224 total crime volume from January 1 to May 22 was due to violation of traffic rules.

Eric Suriben, LTO Region 1 traffic division supervisor, said the deputized policemen can help educate motorists and impose discipline on the highways.

He said that despite road widening projects, gridlocks occur because of absence of discipline among motorists.

LTO and Pangasinan Police will also clear parts of national highways that have been made permanent parking areas of vehicle owners and removal of extensions of houses and stores along the highways.

Suriben said citation tickets turned over by LTO to deputized police will be regularly audited and pointed out that the deputized policemen will only apprehend and issue citation tickets to traffic violators, and fines have to be paid in LTO offices.

Among the topics discussed during the seminar was law enforcement protocols and procedures, land transportation and traffic enforcement of the Republic Act 4136, Special Laws sa Philippine Clear Air Act (R.A. 8749), Seat Belts Use Act (R.A. 8750), MVUC Act / Anti Axle Overloading (R.A. 8794), Motorcycle Helmet Act (R A. 10054), Anti-Drunk and Drugged Driving Act (R.A. 10586), Children’s Safety on Motorcycle Act (R.A.10666), Anti-Distracted Driving Act (R.A. 10913),  Road Speed Delimiter Act (R.A. 10916), Basic First Aid and workshop.
