Drawing of lots settles two election ties in Malasiqui

MALASIQUI—The winners in two barangays, for barangay captain in one and sangguniang kabataan chairman in another where candidates garnered the same number of votes, were settled by the Commission on Elections municipal office through the drawing of lots.

In the two-cornered fight Barangay Nalsian Sur, Domingo Ico and Armando Opguar, both candidates for barangay chairman got 310 votes each.

The election tie was settled on May 15, or a day after the election, by drawing of lots using two rolled pieces of one-eighth sheet of paper, one with words “Punong Barangay” and the other blank.

Gloria Cadiente, election officer of Malasiqui, said Opguar was initially upset with the result and immediately left the Comelec office. But he returned shortly and shook hands with Ico and those present at the venue.

The same tie-breaking system was used for the SK chairman contest in Barangay Tomling where both candidates, Andrea Ray Almazan and Welmar Palomino, got 110 votes each.

Cadiente said the tie between Almazan and Palomino was settled immediately at the precinct level on the night of May 14.

Members of the local police were also present during the drawing of lots.

“All is well after the tie was settled. That’s what the law says so they had to abide by it,” Cadiente said.

Provincial election supervisor Marino Salas had directed all town and city election officers to resolve ties immediately. (Eva Visperas)
